What Dashain actually costs a Kathmandu family of four in 2083: the Rs 40,000 version and the Rs 1.2 lakh version

Two Dashain budgets for a Kathmandu family of four, priced from Kalimati, NOC and DoTM rates. The lean one still exceeds the lowest civil-service festival expense.

A neighbour in Koteshwor spent last Saturday on the phone trying to organise a bhag, six households splitting one khasi, because two kilos of dressed meat at the shop now costs more than the whole share used to. Somebody in the group asked what the animal would even cost this year. Nobody knew, because nobody has published a Bhadau price.

That is the honest starting position for any Dashain budget written in 2083. The festival is five weeks out, the Prithvi Highway is broken at Krishnabhir, and Kathmandu's rice, sugar, gas and vegetables are arriving on detours. Every price below is a flood price, stamped 6 September 2026, and the ones that move daily are named as such.

The bank holiday runs Fulpati to Dwadashi, seven days. Tihar follows with Laxmi Puja on Kartik 22 (Sunday 8 November) and Bhai Tika on Kartik 25 (Wednesday 11 November), which matters for anyone budgeting the two festivals as one block, and most Kathmandu households do.

Two spending peaks sit inside that. Meat and clothes go in the week before Fulpati. Travel goes on Fulpati itself: Valley Traffic Police counted more than 111,000 people leaving on Fulpati day alone last year.

Kalimati figures are wholesale; Valley retail runs meaningfully above them, and the board's table changes daily. The meat prices are the weak link in this whole post: the freshest sourced numbers are from early July, and no Bhadau 2083 meat price has been published anywhere. Given what has happened to supply since, treat Rs 1,650 as a floor.

Two supply facts explain the meat line. Bird flu was confirmed at 82 sites across 11 districts with more than 569,000 birds culled, pushing demand off chicken and onto goat. And live-goat imports are blocked over PPR, in a market where India once supplied 20 to 30 percent. When traders ask for 500 goats they are getting about 200. The secretary of the Valley's slaughterhouse management body put the trajectory plainly in July: "अहिले ८०० रुपैयाँ नाघिसक्यो… यस्तै रह्यो भने ९०० रुपैयाँ नाघ्छ," with Rs 1,000 per kg live before Dashain and Tihar as the warning.

Tier one: the Rs 40,000 Dashain

A family of four staying in the Valley. One goat share rather than a whole animal, clothes for everyone but nothing bought twice, dakshina at the modest end of a range that runs from Rs 5 to Rs 1,000 a head.

Round it to Rs 40,000 and you have room for one thing going wrong.

Now hold that against what people are actually paid. The Ministry of Finance's signed salary circular of 2083/04/20, effective Shrawan 1, puts a first-level office assistant on Rs 27,172 monthly basic, Rs 28,984 with grades. Section 37 of the Labour Act 2074 entitles that person to one month's basic as festival expense. So the entire legal Dashain payment of Nepal's lowest-paid civil servant does not cover a lean Dashain for a family of four. On the minimum wage of Rs 19,550, the same budget is two months of gross pay.

That is the number this post exists to put on the table. Not that Dashain is expensive in the abstract, but that the floor version of it already exceeds the festival money the state pays its own lowest grade.

The honesty note

There is no published price for the tika, jamara, puja samagri and mithai basket. Repeated searching turns up ritual explainers and nothing numerate. Rs 4,000 is my placeholder, not a sourced figure, and it is the one line in the table you should replace with last year's actual receipt if you kept it. The same gap covers ghee, which the Kalimati board does not list at all.

Tier two: the Rs 1.2 lakh Dashain

The travel line is where this tier is most sensitive, and it is also where the biggest single saving hides. The Department of Transport Management fare table effective 2083/01/16 is still in force:

Three things are worth knowing about that table. It was set when diesel was Rs 235.83 a litre; diesel is now Rs 200 and no downward revision has been issued. Nothing in the notice permits a festival surcharge, and clause 16 makes overcharging, failing to issue a ticket, or refusing student and senior concessions punishable, with DoTM's hotline at 4474767 and Hello Sarkar at 1111. And the table lists Gongabu-origin long routes separately under the BP Highway routing, where they are materially cheaper: Biratnagar Rs 1,720 against Rs 1,905, Bhadrapur Rs 1,943 against Rs 2,141. Picking the right departure point saves a family of four close to Rs 1,600 return.

Air is a different order. The Dashain 2025 ceiling for Kathmandu to Dhangadhi was Rs 17,579 against a Rs 3,548 super deluxe seat, roughly five times, and what airlines actually charged hugged the ceiling: Bhadrapur went from about Rs 6,000 normal to Rs 12,110, Nepalgunj Rs 6,500 to Rs 13,105. Do not treat those as this year's numbers. No 2083 ceiling has been published, and last year's appeared on 2 October, ten days after Ghatasthapana.

One genuinely good piece of news for this year: on 2 September Buddha Air froze its fares, its chairman saying they will not rise "until the highways are accessible again" and explicitly including "during this year's festivals as well." The flood has already inverted the market, with roughly 150 Pokhara to Kathmandu tourist buses idle and daily air passengers on that route up from 1,300 on 25 August to more than 3,500 by 5 September.

The line that breaks both budgets

Gold sits outside either tier, and the arithmetic is worth seeing rather than assuming.

Chhapawal gold closed at Rs 304,300 a tola on 6 September. The trade norm on top of the metal is roughly 10 percent jarti plus 5 percent jyala, so about 15 percent for a plain piece and more with stones. Real spreads bear that out: when the metal was Rs 239,200 last October, a simple one-tola chain came to Rs 269,400 including tax and labour. Apply the same gap today and a single finished chain costs more than the entire Rs 1.2 lakh Dashain, before anyone has bought a goat.

Against Ghatasthapana last year, when the rate was Rs 217,800, gold is up 39.7 percent. Silver is up about 90 percent, from Rs 2,490 to Rs 4,725. Note also what "record high" would get wrong: the all-time peak was Rs 339,300 on 29 January 2026, so today's rate is 10.3 percent below it.

The tax stack changed this year too. Customs on imported gold doubled from 10 to 20 percent in the FY 2083/84 budget effective 31 May 2026, moving the rate from Rs 290,600 to Rs 311,100 in a single day. A 0.5 percent Skill Promotion Fee on the final consumer came in from 17 July 2026, and 13 percent VAT applies to the making charge. The 2 percent luxury tax was scrapped in August 2025. There is no cap on jyala that I could find in force, so the making charge is negotiable and worth negotiating. The longer arithmetic on buying gold by the tola is a separate post.

What is actually happening in the shops is that the ornament shrinks rather than the budget. Peak-season turnover fell from around 70 kg a day to an expected 30 kg, and families are cutting a planned six tolas to four or moving to gold-plated.

Why this Dashain costs more than last Dashain

Inflation to mid-July 2026 ran at 5.14 percent year on year overall and 5.25 percent on food and beverages, per NRB's annual macroeconomic report. A year earlier those figures were 2.20 percent and minus 1.19 percent. Food has gone from falling to rising. Kathmandu Valley specifically ran at 4.80 percent, against a salary and wage index up 5.18 percent in Bagmati, so pay roughly kept level with prices on the average.

The comparison that lands, though, is against Dashain itself. In mid-October 2025, during Dashain 2082, headline inflation was 1.47 percent. It is now about three and a half times that.

Sitting on top of the trend is the flood. Sugar went from Rs 120 to Rs 140 a kg in the first days of September, a 20 kg rice sack from Rs 2,400 to Rs 2,600 or 2,700, freight from Biratnagar from Rs 105 to Rs 150 a load. Onions are up 140 percent in a year on Indian supply tightening, compounded by the highway. LPG is not merely dearer but rationed, with roughly 24,500 and then 34,134 cylinders reaching the Valley on consecutive days against 60 to 70 percent of demand. The grocery basket comparison across fiscal years has the longer trend.

One lean-tier tactic worth acting on: Salt Trading was selling sugar at Rs 100 a kg against a private-sector Rs 135, and the Food Management and Trading Company opened fair-price shops at 193 locations across 44 districts from 13 August, about a month earlier than usual, with Rs 5 a kg off rice, pulses and gedagudi. Last year those outlets also sold live goats and sheep at Rs 10 a kg below market from eleven Valley locations. No 2083 goat programme has been announced yet; last year's came around Asoj 1, so check after mid-September.

Where the money comes from, and what it is worth checking

Two payments get confused every year, and only one of them is guaranteed.

Festival expense is Labour Act 2074 Section 37: one month's basic remuneration, every year, for the festival you observe. It does not depend on your employer's profit and it is pro-rated if you have been there under a year. Bonus is the Bonus Act 2030: a profit-making enterprise allocates 10 percent of net income, and an individual earning above Rs 15,000 is capped at three months' salary. Where a balance sheet is late, management must still distribute at least 5 percent of net income as an advance. For scale on the money that moves: government employees draw roughly Rs 6.5 billion in festival advances, and around Rs 15 billion leaves banks on salary and allowance heads before Dashain, though that figure is from 2081. Remittances jumped 15.2 percent month on month into the Dashain month last year, and QR payment value rose 20.3 percent over the same step.

Against a normal month

NLSS-IV puts average annual per-capita consumption in Kathmandu Valley urban at Rs 263,318, the highest of the fifteen survey domains, with the middle quintile at Rs 223,449 and the bottom at Rs 117,115. The average Nepali household is 3.999 people, so a family of four is literally the statistical family.

Working that out, at 2022-23 prices and as my own arithmetic rather than a published figure: about Rs 87,773 a month for an average Valley family of four, about Rs 74,483 for a middle-quintile one. Basic needs for four run about Rs 43,311 a month.

That is the case for pre-funding the festival across the year rather than absorbing it in one payslip. Rs 40,000 spread over twelve months is Rs 3,333; found in one October it is most of a month's food budget. The full monthly cost-of-living breakdown is the baseline to build that against, and what Teej costs and what nobody has ever measured is the same exercise for the festival before this one.

What the numbers cannot tell you

No survey exists of what a Nepali family spends on Dashain. What exists is four estimates of varying quality: a journalist's Rs 6,000 per person arithmetic which gives Rs 24,000 for four; Kathmandu residents quoted at Rs 50,000 typical and Rs 80,000 not enough, but that was 2022; a named shopper spending Rs 11,000 on clothes and shoes for two children last year; and an academic's estimate of about Rs 200 billion spent nationally across the festival. Nothing has a sample behind it.

There is also no clean recent baseline to compare against. Dashain 2082 was disrupted by the Gen-Z protests, with advance bus booking cancelled outright and some traders reporting business down 90 percent. Dashain 2081 was flood-hit. Dashain 2079 fell in an import-restriction year. Any "more than last year" claim, including the ones in this post, is measuring against an abnormal year.

What you actually need to know

A Rs 40,000 Dashain is the floor for a family of four in the Valley, and it already exceeds the statutory festival payment of the government's lowest grade, so the widespread feeling that the festival has outrun the pay packet is arithmetic rather than nostalgia. Travel is the most compressible large line, since a Gongabu BP Highway departure and the fixed DoTM fare, which carries no festival surcharge, can save a family of four around Rs 1,600 return against the Mugling routing and roughly five times against flying. And gold is not a Dashain expense any more at Rs 304,300 a tola plus 15 percent in charges, which is why the ornament is shrinking rather than the family's budget stretching.

Is the Dashain bonus a legal right in Nepal?
The festival payment is, and it is not technically a bonus. Section 37 of the Labour Act 2074 entitles every worker to an amount equal to one month's basic remuneration as festival expense each year, paid at the festival they observe, which for most people means Dashain. Basic, not gross. It is pro-rated if you have worked less than a year and it does not depend on the employer making a profit. The Bonus Act 2030 is the separate thing: it requires a profit-making enterprise to allocate 10 percent of net income for bonus, and caps any individual at three months' salary for anyone earning above Rs 15,000.
How much is khasi meat in Kathmandu right now?
The freshest sourced retail figure is Rs 1,650 to Rs 1,700 per kg, from early July 2026, up from Rs 1,200 to Rs 1,300 a month before that. Live khasi crossed Rs 800 per kg in the same period, and a market official warned it could reach Rs 1,000 per kg before Dashain and Tihar. Buff was Rs 700 to Rs 750 and chicken Rs 370 to Rs 390.
